The Viet Nam Fund for supporting technical creativeness (VIFOTEC) was established since 1992 with the Generalissimo Vo Nguyen Giap as Chairman honoris causa and six ministries, branches as sponsors. The Viet Nam Union of S&T Associations is leading organ. For mobilising, encouraging scientific – technological intellectuals, as soon as since the issuance of Instruction 45 by the Central Party Secretariat about promoting the Viet Nam Union’s activities, the VIFOTEC fund had adopted many creative measures with diversified forms such as organisations of the national and international scientific - technological Prizes, international exhibitions, seminars, talking debates, creativeness night festivals, ideas - exchange floors… bringing about many imperative effects.

During 13 years (1995 - 2008) VIFOTEC had received over 2000 scientific - technological works of scientists from all economic branches. The Vietnamese Scientific - Technological Creativeness Prize had become one among meritorious prizes in the year, being prestigious and highly appreciated by scientists. 430 works and nearly 1,000 scientists had been granted with prizes. The prizes conprised Felicitation diplomas of the organisation Board, Golden Insignia subjoined with prizing money in cash. The first prizes within three years recently were granted with Felicitation Diplomas from the Prime Minister. Many scientists, after winning VIFOTEC prizes, had been granted with higher prizes such as Labour Hero in the renovation period (Prof. Dr. Tran Vinh Dieuj, Eng. Nguyen Thi Nguyet), many units having been granted with the title of Hero, many scientists had received Ho Chi Minh Prize such as late Prof. Acad. Vu Tuyen Hoang, Assoc. Prof. Dinh Van Nha, Dinh Van Thuan… For glorifying Vietnamese intellectuals at international level, since 2001, the VIFOTEC Fund had been assigned by the World Intellectual Property Organisation (WIPO) to select works and scientists for WIPO to offer prizes (including Gold prize and money). Owing to the effort of VIFOTEC fund, WIPO had in seven times organized the Ceremony for awarding Prizes. Over 60 vietnamese scientists – male and female, including young intellectuals, had been awarded with WIPO prizes. During 10 rencent years, due to VIFOTEC’s effort, the activities for glorifying Vietnamese intellectuals had been recognized by the peoples nationwide. The ceremonies for granting the Prizes of VIFOTEC as well as from WIPO were usually organized solemnly at most prestigious places of the Capital, with the participation by many Party & Government leaders, had become the festive occasions of scientists. And all such ceremonies had been lively shown directly by TV nationwide and worldwide, being highly appreciated by public opinion. A tradition had been shaped: annually, at April, on the Day of World Intellectual Property (April 26^th), the VIFOTEC organizes the prize awarding Ceremony “Creativeness Night Festival” for glorifying scientists.

At present, the Council is busy in examining Prizes 14^th round to select typical/ representative scientists. Scientists being glorified by VIFOTEC are not only those at various Research Institutes and Universities but also scientists at grassroots levels. During 13 times of prize award, there were up to 73% of glorified scientists from production units creating particularly eminent scientific works to be applied in practice.

Another creativeness in the means for glorifying the intellectuals implemented by VIFOTEC consists in bringing scientific works of Vietnamese intellectuals to participate in international exhibitions. There were 10 times our scientists having brought their technological products to participate in international and national exhibitions and had winned lots of gold, silver, copper medals. Typically, Dr. Hoang Anh Phuong – Institute of Military Technique won special Golden Cup of Korca, late Prof. Acad. Vu Tuyen Hoang, after winning VIFOTEC Prize, had won International Prize on Rice plant… The VIFOTEC Fund had cooperated with the Viet Nam Revolution Museum to organize an exhibiting stand/ floor for Scientific - Technological Prize.

That is a means of constant glorification, for peoples to recognize the great value of Vietnamese intellectuatls. Once a year, VIFOTEC co-operated with ministries, central branches for organizing seminar “Creativeness of Viet Nam Science & Technology with the cause of national industrialization, modernisation”. This is a national seminar regrouping scientists and great intellectuals of the nation to discuss on a very important topic: How to do for rapidly bringing scientific progresses and VIFOTEC prize winning works to the life?

At VIFOTEC, many scientists had won Felicitation Diplomas from the Prime Minister, Golden Cups for having brilliantly applied the works into production and life. Young intellectuals are a great force being well considered and glorified by VIFOTEC. Over the past ten years, VIFOTEC, in cooperation with the Ministry of Education & Training, had organized 16 rounds of the Prize “Viet Nam Technical Creativeness - VIFOTEC” reserved to over 200 universities; VIFOTEC had put aside tens of billion dongs for prizes, scholarships to young talents. Over 2,000 works of young intellectuals had been highly appreciated by the Council of which over 1,500 young intellectuals being prize granted (each work had involved 1 - 10 young intellectuals).

In the year 2008, there were 275 works from 8 branches of 75 universities having been submitted. As a result, VIFOTEC had awarded 7 first prizes, 20 second prizes and 39 third prizes to 125 young intellectuals. Many young intellectuals winning VIFOTEC prizes had been selected to be trained abroad, and now had become key cadres of science & technology at various ministries, branches. Nearly 50 young intellectuals had been awarded with WIPO’s Golden Medals: By such achievements, the Party & Government had awarded VIFOTEC with the Independence Order 3^rd class, the Labour Orders first, second, third classes.
