Through a long historical process of defending and building the nation, the Vietnam intellectuals continuously bring up the patriotism, the national pride, unceasingly endeavouring, sacrificing, enthusiastically participating in the building of the national great solidarity block, contributing to carry on the revolutionary cause of our people from success to victory.
In mid – XXth century, many Associations of Vietnam scientists had been consecutively established. On the basis of activity results by the Provisional Liaison Commission of Vietnam Associations for Science & Technology, in March 26th 1983, at Ha Noi Capital, the representatives from 14 central branch Associations for Science & Technology had organized the Congress for establishing the Vietnam Union of Science & Technology Associations.
Since its establishment until now, the Vietnam Union of S&T Associations had been constantly consolidated and developed, worthily being a socio – political organization of the national scientific – technological intellectuals contingent.
Chapter I: Principle, objective and general regulations
Article 1. The Vietnam Union of S&T Associations (briefly called Vietnam Union) is a socio – political organisation of

The objective of the Vietnam Union is to promote the intellect potentialities of the scientific – technological intellectuals contingent for serving the cause of national undustrialisation, modernisation, of building and defending the Fatherland, thus contributing to implement the objective of rich people, strong country, equitable, democratic and civilized society.
Article 3. The Vietnam Union operates as per Regulations approved by the National Representative Congress. The Vietnam Union’s Regulations strictly observes the Law of the
Article 4. The Vietnam Union operatóc on the whole national scale, has its head office at Ha Noi and could set up permanent organs at some localities as per legal regulations.
The Vietnam Union has got juridical person’s quality, staff, official seal, assets, finance, speech organ and its publishing house. The establishment of speech organ and publishing house shall be implemented according to legal regulations.
Chapter II: Functions and tasks
Article 5. The Vietnam Union has got functions as follows:
1. Regrouping, uniting the scientific and technological intellectuals’ contingent in the country, overseas Vietnamese scientific and technological intellectuals; harmonizing, cordinating the activities of member Associations.
2. Acting as clue between member Associations and Party,
3. Representing, protecting legitimate rights and interests of members, member - Associations, and of
Article 6. The Vietnam Union has got tasks as follows:
1. Consolidating, developing the organisation and promoting the activities of member Associations.
2. Participating in the implementation of socializing the activities of science and technology, education and training, people’s health care, community development, famine eradication and poverty alleviatiion:
a) Rising professional/ occupational level to cadres participting in association’s activities; diffusing scientific & technological knowledges to people; organising and guiding the mass movement in the march forward science & technology.
b) Organising activities of social consulting, criticising and appraising for contributing to build scientific bases to plan/ fix various programmes, plans, directives, policies of the Party and the State in development of socio – economic, scientific – technological, education & training, environment protection, law elaboration, security – defence strengthening; participating in independent supervision versus important projects, works.
c) Organizing scientific researches and technology development; transfering scientific & technological progresses into production, life and environment protection.
d) Participating in organisation of acitivties for education, training and trade teaching, contributing in building a learning society, rising the level of people’s knowledge, training human resources, talented people.
e) Participating in activities for community development, famine eradication, people’s health care.
3. Implementing the mobilisation of scientific and technological intellectuals:
a) Promoting patriotic traditions, national pride, citizens’ responsibility conscience, co-operation spirit, trustworthy spirit and professional ethics.
b) Propagating, broadly diffusing polibical lines, directives, policies and laws of the Party & State.
d) Creating favourable condition to rise professional level, contributing to the improvement of spiritual, material life of scientific and technological workers.
4. Implementing the role of Vietnam Fatherland Front member:
a) Co-operating with other member organisations of the Vietnam Fatherland Front to deploy common activities for promoting the comprehensive strength and building the national great solidarity block.
b) Reflecting the expectations and contributed ideas of the scientific & technological intellectual’ contingent to the Party, the State and the Vietnam Fatherland Front.
c) Participating in the struggle for peace protection, war opposition, for friendship, understanding and co-operating among various nationalities.
5. Re – inforcing the cooperation with associations, NGOs of various countries, participating in regional and international scientific & technological organisations as per law’s regulations.
Chapter III: Member Associations
Article 7. Member Associations of the Vietnam Union are Associations/ Federations with legitimate activities in various fields of social & humanist sciences, natural and technological sciences (commonly called central branch associations) and Unions of Science & Technology in provinces and cities directly affiliated to the centre (commonly called local Unions).
The Central Branch Associations are set up as per decisions by competent state administration organs, operating on the national scale.
The local Unions are set up as per decisions by the People’s Committees of provinces and cities affiliated to the Centre, being members of the Vietnam Union. The local Unions have got members being local branch associations, established as per law regulations.
Article 8. Member Associations have got autonomous rights, with regulations or rules for organisation and activities of their own, in accordance with the Regulations of the Vietnam Union; abiding by the guidance and control from the Presidium of the Central Council of Vietnam Union regarding the implementation of the Vietnam Union’s regulations.
Article 9. The right of member Associations:
1. Participating in discussion on and decision of general directives of the Vietnam Union.
2. Enjoying favourable conditions created by the Vietnam Union as well as its support in association’s activities.
3. Participating in organisations and activities of the Vietnam Union.
4. Enjoying the rights and interests stipulated by the Vietnam Union.
5. Having the right to withdraw from Vietnam Union when there is resolution by the Association’s Congress.
Article 10. Obligations of member Associations
1. Executing the Vietnam Union’s regulations and implementing the decisions by the Vietnam Union’s Central Council.
2. Continuously expanding the influence and rising the position/ stature of Vietnam Union, mobilizing the members to respond to various activities of the Vietnam Union.
3. Consolidating the solidarity block in the Vietnam Union, mutually supporting and co-operating in activities.
4. Contributing to Vietnam Union’s activities as per regulated by the Vietnam Union’s Central Council.
Chapter IV: The leading organ of Vietnam Union
Article 11. The Vietnam Union’s leading organ is voted and operates as per the principle of democratism, collective leadership, individual responsibility, decision by majority.
Article 12. The supreme leading organ of the Vietnam Union is the National Representative Congress of the Vietnam Union.
The Congress has regular meeting once in five years and could hold irregular meeting when there is requirement from over the half of member associations.
The number and the composition structure of participants to the Congress are fixed by the Central Council of the Vietnam Union.
Article 13. The National Representative Congress of the Vietnam Union has got the following tasks:
1.Approving the recapitulative report of the Vietnam Union’s Central Council on the situation and activity results of the Vietnam Union during the recent term, making decision on activity directives of Vietnam Union in the coming term.
2. Discussing and voting the re - adjustment, amendment to the Regulations of Vietnam Union.
3. Electing the Vietnam Union’s Central Council.
Article 14. The constituents of the Vietnam Union’s Central Council comprise representatives from all member Associations and some members introduced by the Presidium of the previous term, with a number not exceeding 15% of the total members of the Vietnam Union’s Central Council.
The Vietnam Union’s Central Council holds regular meeting once a year and could hold irregular meeting when there is requirement from the Presidium or from over the half of the total Vietnam Union’s Central Council members.
Article 15. The Vietnam Union Central Council has got the task for organizing the implementation of the Resolution by the Vietnam Union’s National Representative Congress, guiding the whole activities of Vietnam Union in – between two terms of Congress.
Article 16. The Vietnam Union’s Central Council has the right to decide on its organisational structure and its activities; to decide on the admission of new member associations; to amend, change, dismiss the members of Vietnam Union’s Central Council; to guide, control the activities of member Associations, and to deal with issues as per proposal of the Presidium.
Article 17. The Vietnam Union’s Central Council votes the Presidium. The Presidium comprises Chairman, Vice Chairmen, Secretary General and some members. Formalities for voting the Presidium are fixed by the Vietnam Union’s Central Council.
The Presidium, on behalf of the Vietnam Union’s Central Council, guides and controls the whole activities of Vietnam Union in between two meetings of the Vietnam Union’s Central Council. The Presidium assigns some members to fulfill the task of standing on duty.
The Presidium’s activities and the detailed tasks of its members are fixed in the acitivity Statute of the Presidium.
The Presidium has regular meeting once in 3 months. The Chairman has the right to sumnon irregular meetings of the Presidium.
Article 18. The Presidium sets up and determines functions, tasks of the Vietnam Union’s central organ, the professional Councils and affiliated organisations. The establishment of affiliated organisations is implemented as per legal regulations.
Article 19. The Vietnam Union’s Central Council votes the Control Commission of Vietnam Union. The rights and tasks of theVietnam
1. Controlling when there is sign of violations/ infringement to Regulations and activity statute of the Vietnam Union, of member Associations and of affiliated organisations.
2. Guiding and steering the activities of the Control Commission (Board) from member Associations.
3. Examining and dealing with petitions, complaints.
Article 20. The structure, the number of members and the formality to vote the Vietnam Union’s Control Commission are determined by the Vietnam Union’s Central Council.
The Head of the Control Commission is a member of the Vietnam Union’s Presidium Central Council.
The Control Commission holds regular meeting once in 3 months, and could convoke irregular meeting as per proposal by the Chairman of Vietnam Union Central Council or the Head of Vietnam Union’s Control Commission.
Chapter V: Finance and Assets
Article 21. The Vietnam Union’s Finance Source comprises:
1. State Financing.
2. Budget expenditures for implementing various tasks assigned by State bodies.
3. Contribution from member Associations and affiliated organisations.
4. Support by money and goods in nature by individuals, organisations at home and abroad.
5. Other legitimate receipts.
Article 22. The finance and assets of the Vietnam Union are managed and put in use according to regulations by the Vietnam Union’s Presidium Central Council and current regulations of the State.
Article 23. The Vietnam Union could establish various kinds of fund. The establihment and activities of funds are subjected to regulations of the Law.
Chapter VI: Praise and Dicipline
Article 24. Member Associations, affiliated organisations and members having achievements in association activities shall be praised by the Vietnam Union or proposed to the State for praising.
The forms of praise shall be fixed by the Vietnam Union’s central council.
Article 25. Member Associations, affiliated organisations and member infringing the Vietnam Union Regulations should be disciplined.
The discipline form should be stipulated by the Vietnam Union’s Central Council.
Chapter VII: Implementation clause
Article 26. This Regulations comprise 7 chapters, 26 articles being approved by the National Representative Congress Vth term of the Vietnam Union in December 28th 2004 for substituting the previous one approved in January 9th 1999, IVth term.
Only the Vietnam Union’s National Representative Congress has the right to readjust, to amend these Regulations./.
